  • IER Deputy Director Wang Zhongying Meets with IEA’s Experts

      On July 9, Alan Searl, Acting Director of the Asia-Pacific Partnership Department and Director of China Cooperation Department of the International Energy Agency (IEA), led the delegation to visit the Institute of Energy Research (IER). IER Deputy Director Wang Zhongying presided over the reception. Also participating in the exchanges were Research Fellow Han Wenke, Deputy Director Su Ming of the Research Department, and Li Nan.   At the meeting, the two sides had in-depth exchanges on issues such as strengthening cooperation on the 2050 energy transformation model and how to provide more effective policy research for policymakers. Taking Shanxi Province as an example, Deputy Director Wang Zhongying introduced the relevant work and experience of Shanxi in carrying out the comprehensive reform pilot of the energy revolution and hoped that IEA could make more and better suggestions for Shanxi’s energy transformation with its rich international experience. Alan Searl also said that he was willing to participate in the transformation of Shanxi and other major energy provinces.       On July 22, Renmin University of China organized a seminar themed “China and World Development: Follow the Trend for Win-Win Cooperation.” Li Dawei, Deputy Director of the Emerging Economies Research Office of the Institute of International Economic Research, was invited to deliver a keynote speech. Li Dawei said that China serves as a major driver for global economic growth. Viewed from the demand side, China’s economic development has created a huge demand for other countries across the world and also provided a huge market for multinational companies. Foreign-funded enterprises, especially US-funded companies, have obtained considerable profits from the economic development. From the supply-side perspective, China has made great contributions to optimizing the allocation of global production factors and expanding the possibility of global production.   • SPRE’s Ouyang Hui Wins Key Project of Year 2019 of National Social Science Fund

      On July 12, the projects of the year 2019 of China National Social Science Fund were released. Comrade Ouyang Hui of the Institute of Spatial Planning and Regional Economy (ISPRE) won the key project of the National Social Science Fund (Theoretical Economy) with the Research on the Construction of Regional Differentiation Policy System for Promoting the Settlement of Migrant Workers, with a research period of three years. Based on the current slow-down trend of urbanization and the reality of ordinary workers being difficult to settle in cities, this project intends to adapt to the differentiated development trend of household registration benefits in different regions and to study and put forward policy systems for low-income housing, rural land, and transfer payment in line with regional differentiation, so as to provide supports for boosting the sustainable development of urbanization driven by the settlement of migrant workers. 2019.07.13

  • AMR Participates in and Hosts “2019 Yangtze River Forum”

      On May 31, the "2019 Yangtze River Forum” was jointly hosted by the Yangtze River Economic Belt Development Research Center of the Counselors' Office of the State Council and AMR. Huang Chuping, member of the Standing Committee of the Hubei Provincial Party Committee and executive vice governor, and Zhao Bing, member of the Party Leadership Group of the Counselors' Office of the State Council and deputy director, attended and addressed the forum. Keynote speeches were delivered by Li Yuguang, deputy director of the State Intellectual Property Office; Ma Qiang, deputy director of the Department of Basic Industries of NDRC; Su Jie, deputy director of the Comprehensive Planning Department of the Ministry of Transport; and Wu Xiaohua, vice president of AMR.   Vice President Wu analyzed the development status of the Yangtze River Economic Belt from six dimensions (economic contribution, green development, innovation leadership, regional coordination, waster basin opening up and development sharing). He pointed out that initial results have been achieved in the high-quality development of the Yangtze River economic belt. On the whole, the comprehensive index of high-quality development of the economic belt has continued to rise in the past six years since 2012, he said. Specifically, the speed of opening up is the fastest, continued improvements are seen green development, innovation and sharing, but there is still much room for coordinated development, he remarked. Structurally, the lower reaches, especially the Yangtze River Delta region, have provided a strong driving force for innovation, the economic contribution of the middle reaches continues to increase, and the upper reaches play a key role in enhancing regional coordination, he added.   Luo Rong, Deputy Director of the Department of Research Planning and Management of AMR, was invited to preside over the dialog on "Topic 1: Ecological Priority Promoting Green Development". She discussed the connotation and path of ecological priority and green development with Zhang Zhenyu, chief of the Division of Key Water Basins Protection and Restoration, Department of Water Ecology and Environment, Ministry of Ecology and Environment; Jiang Xiaoting, counselor of Sichuan Provincial Government; Zeng Gang, dean of the School of Urban and Regional Science of East China Normal University; and Chang Jianbo, director of the Institute of Water Ecology of Wuhan University.   Shen Bing, deputy director of the AMR Institute of Spatial Planning and Regional Economy, participated as an expert in the dialog on “Topic 3: Regional Overall Planning to Promote Coordinated Development”.   • Symposium Held at AMR National Conditions Research Base to Analyze the Economic ...

      On the morning of June 17, 2019, a symposium was convened at the AMR National Conditions Research Base to analyze the economic situation in the first half of 2019. The meeting was presided over by research fellow Chen Dongqi, chief expert of AMR. Representatives of 13 national conditions research bases in Shenyang, Nanjing, Qingdao, Wuhan, Shenzhen, Chengdu, Erdos, Zhangjiakou, Zhuhai, Haikou, Pingtan Experimental Zone, Tiandong County and Wangmo County attended and spoke at the meeting. Nearly 30 representatives of various research groups of AMR were also present at the meeting. The attendees discussed the economic operation, problems and future plans of various localities.   • IIER Deputy Director Ding Gang and His Entourage Visit Three Latin American Coun...

      At the invitation of Panama Banking Association, Chilean Development University, and Mexican National Autonomous University, a three-person delegation headed by Ding Gang, Deputy Director of the Institute of International Economic Research (IIER) of the National Development and Reform Commission (NDRC) visited Panama, Chile and Mexico from May 24 to 31, 2019 to conduct research and exchange on the “Belt and Road Initiative” (BRI) and China-Latin America cooperation.   The delegation visited the Panama Canal Authority, the Colon Container Port (PCCP Project) and the Chilean Development University. They held meetings with some Chinese enterprises such as CSCEC, CREC, China Harbour, CRCC and Bank of China that are investing in, building, or operating projects locally. They also paid a visit to some Chinese-funded enterprises, got a thorough understanding of BRI construction in these Latin American countries and China’s economic cooperation with them, and had discussions with the Chilean Development University on deeper cooperation.   The visit was fruitful and achieved the expected results. It deepened our researchers' understanding of the BRI construction and international capacity cooperation in Latin America, and laid a good foundation for our further exchange and cooperation with foreign countries.       On the morning of May 16, 2019, AMR Vice President Wu Xiaohua received a four-member delegation headed by Party Secretary Liang Yingda of the Chinese Academy of Science and Technology for Development (CASTED). The delegation was on an investigation tour. Also present at the meeting were Director Liu Xu of the General Office, Director Yang Ping and Deputy Director Luo Rong of the Department of Research Planning and Management, and Dr. Tang Congcong of the Think Tank Department.   Vice President Wu welcomed the visiting delegation and briefed it on AMR’s history, organizational structure, and research management. The two sides also conducted in-depth exchanges on the development of think tanks, assessment mechanisms, cooperation and exchanges. Party Secretary Liang said that they had benefited a lot from this investigation and the two sides should establish a closer cooperation and contact mechanism based on the Chinese Macroeconomic Think Tank Alliance.   • AMR Prof. Chang Xiuze Speaks on Property Rights over Human Capital

      At the recommendation of the Bureau of Personnel, Organization Department of the CPC Central Committee and the invitation of the related organization in Ji’nan, Prof. Chang Xiuze attended the First Forum on Human Capital Industry in Ji’nan, Shandong Province, between May 18 and 19, 2019. At the forum he made an academic report on Research on Property Rights over Human Capital, the New Entity in the Driver Transformation of the Four Major New Aspects.   Proceeding from the theory on the Four Major New Aspects (New System, New Industrial Form, New Factor Combination and New Entity), Prof. Chang expounded the new entities including entrepreneurs, innovators and artisans, made a proposal on property rights over human capital, and illustrated the three theories on property rights in association with the human capital industry: the theory on the system of property rights (expandable),the theory on the value of property rights (calculatable) and the theory on the division of property rights (dividable and tradable). Prof. Chang held that someday human capital is bound to exceed material capital in total value and become the paramount resource, capital and wealth. Prof. Chang went further to point out that to implement the theory on property rights over human capital entails the establishment of four supporting systems respectively on the definition, allocation, trading and protection of property rights over human capital. Moreover, Prof. Chang emphasized that it is a world-class challenge to calculate the value of human capital.
