  • The 2017 Macroeconomic Forum and the Twenty-Third National Meeting of Directors ...

      On December 21, the 2017 Macroeconomic Forum and the Twenty-Third National Meeting of Directors of Development and Reform Institutes was held in Kunming, Yunnan. The meeting was sponsored by the Academy of Macroeconomic Research, NDRC and Yunnan Provincial Development and Reform Commission and hosted by Yunnan Academy of Macroeconomic Research (Yunnan Institute of Industrial Development). Wang Changlin, Executive Vice President of the Academy of Macroeconomic Research, NDRC and Zeng Bin, deputy director of Yunnan Provincial Development and Reform Commission delivered a speech at the meeting respectively. The opening ceremony was presided over by Ren Weimin, vice president of the Academy of Macroeconomic Research. More than one hundred people, inlcuding leaders of relevant departments of NDRC and representatives of development and reform institutes, National Condition Research Center of the Academy of Macroeconomic Research, Guangming Daily Think Tank Research and Publishing Center, Think Tank Research Center of the Shanghai Academy of Social Sciences and some media outlets, attended the meeting.   The theme of this meeting was “high-quality growth stage of the Chinese economy." In his speech, Executive Vice President Wang Changlin emphasized that China’s economy has shifted from a phase of rapid growth to a phase of high-quality development; China is now in a crucial period of transforming its development mode, optimizing its economic structure and transforming its growth momentum; creating a modern economic system is a crucial part of China’s effort to build a socialist modern country and a premise for solving the major conflicts in our society and promoting economic development. In the following keynote speech, Executive Vice President Wang Changlin elaborated on how to speed up the construction of a modern economic system from three aspects by analyzing the importance, basic requirements and major tasks of building a modern economic system.   In the context of that socialism with Chinese characteristics has entered a new era, Vice President Bi Jiyao delivered a keynote speech on the macroeconomic development of China in the new era and analyzed the current stage and conditions of economic development and the development of foreign trade, industry, investment and urbanization in China. Director of Investment Research Institute Zhang Changchun, Director of the Market Research Institute Zhao Yueru, Director of the Institute of Foreign Economics Ye Fujing, and President of the Yunnan Institute of Macroeconomic Research Huang Yunping put forward suggestion on how to improve productivity, develop the socialist market economic system, promote a new pattern of opening up China’s economy and the development of new driving forces, build a modern economic system and facilitate high-quality economic development.   In the afternoon, relevant representatives participated in group discussions on supply-side structural reforms, the rural revitalization strategy and the regional coordinated development strategy and exchanged views and shared experience on the construction of related systems and think tanks. 2017.12.25

      On December 25, the Academy of Macroeconomic Research successfully hosted the 2017 Seminar of Chinese Economic Counselors in Foreign Countries. Counselor Pan Jiang of the U.S. Embassy, Counselor Ming Xiaodong of the Embassy in Japan, Counselor Li Zhenjing of the Embassy in Germany and Counselor Han Wei of the Embassy of Russia were invited to introduce the current economic situation in the host countries. Vice President Bi Jiyao attended and and presided over the seminar. More than 40 people, including Gao Guoli, director of the Research Management Department, Huang Hanquan, director of the Institute of Industrial Development and Liu Xu, deputy director of the Department of Science and Research, attended the meeting.   Counselor Pan Jiang introduced the evolution and status of the Sino-U.S. relations, which are both cooperative and competitive. In 2017, the U.S. economy experienced a hopeful recovery. In the second and third quarters, the economic growth exceeded 3%. However, there were also potential risks, such as weak consumer base, low labor productivity and the shrinking of the middle class. Counselor Pan also detailed the U.S. tax reform plan and its existing risks.   Counselor Ming Xiaodong analyzed Japan’s macroeconomic situation. He believed that, according to various economic indicators, the Japanese economy returned to moderate growth. Counselor Ming elaborated on Abe’s new policies, including reducing the income gap, raising new taxes, reducing corporate taxes, increasing the employment rate of women, and implementing the productivity revolution.   Counselor Li Zhenjing introduced the macroeconomic situation in Germany and concluded that the German economy had enjoyed strong growth in recent years with continuous fiscal surpluses and a drop in the unemployment rate which were due in part to Germany’s solid manufacturing base, complete industrial value chain and cooperation between production, education and research functions. However, Counselor Li also pointed out that Germany still faced a structural dilemma of underinvestment, and its informationization level did not match its manufacturing industry.   Counselor Han Wei pointed out that Russia’s economy had experienced a growth in 2017, with an increase in total foreign trade and investment and residents’ income and purchasing power. The financial condition was better than expected. The country also reported record high food output and near historical lowest unemployment rate. However, there were more outflows of capital and a lot of enterprises were operating at a loss and unable to make payroll payments.   In general, macroeconomic performance in the United States, Japan, Germany and Russia was generally stable against the background of a steady global economic recovery in 2017, but each country had their own risks and problems. Finally, Vice President Bi Jianyue exchanged views with four counselors on further strengthening cooperation. 2017.12.26

      From December 19 to December 20, the Academy of Macroeconomic Research, entrusted by Shenzhen Development and Reform Commission, held a seminar to discuss Shenzhen’s effort to build a socialist modernization pilot zone. Deputy Secretary-General of Shenzhen Municipal Committee of the CPC Sun Bo, Deputy Director of Shenzhen Municipal Development and Reform Commission Wu Qubo and representatives of Political Research Department of Shenzhen Municipal Committee of the CPC, General Office of Shenzhen Municipal Development and Reform Commission, Urban Development Research Center and other departments attended the seminar. Chang Xinghua, vice director of the Institute of Social Sciences chaired the meeting, Jiang Changyun, vice director of the Institute of Industrial Development, Guo Chunli, deputy director of the Institute of Economics and other related staff members attended the meeting.   The experts at the meeting put forward many constructive suggestions on the progress and ideology of the research project in line with the spirit of the 19th National Congress and discussed in depth the major tasks and key issues in the construction of the Shenzhen Socialist Modernization Pilot Zone. Deputy Secretary-General Sun Bo proposed eight new key propositions for the construction of the Shenzhen Socialist Modernization Pilot Zone in a new era. Director Guo Yuehua fully affirmed the achievements made by the research project so far.   • “Forum on China-Japan Policy Research 2017” Opens in Beijing

      During September 6-7, the “Forum on China-Japan Policy Research 2017” was jointly held in Beijing by the Energy Research Institute of the National Development and Reform Commission (NDRC), Japan’s Ministry of the Environment and the Institute for Global Environmental Strategies (IGES). The forum was addressed by Deputy Director Gao Shixian of the Energy Research Institute and chaired by Researcher Jiang Kejuan of the Energy System Analysis and Research Center and Deputy Director Feng Shengbo of the Energy System Analysis and Research Center. Dozens of experts and scholars from Japan’s Ministry of the Environment, IGES, Princeton University, National Center for Climate Change Strategy and International Cooperation (NCSC) and Environmental Defense Fund took part in the forum.   The long-term aim of the Paris Agreement is to hold the increase in the global average temperature to well below 2℃ and is to pursue efforts to limit the temperature increase to 1.5℃. However, according to the viewpoints of relevant international organizations and research institutions, it is predicted that the Intended Nationally Determined Contributions (INDC) submitted by all the countries will increase the temperature by 2.7~3.7℃ by 2100. For this practical problem, the experts discussed about the four topics of “Current Chinese and Japanese Policies on Tackling Climate Changes”, “Long-term Strategies and Scenarios of Low-carbon Development”, “Positive Feedback between National Action and International Progress”, and “The Functions of Advanced Cities that March Towards Zero-carbon/Negative-carbon and Sustainable Development”.       During September 10-14, 2017, the “Shenzhen Takes a Lead to Build Itself into a Pilot Zone of Socialist Modernization” research team headed by Vice President Wu Xiaohua made a survey in Shenzhen. A total of 21 persons participated in the activity, including Director Ye Fujing of the Institute of International Economic Research, Deputy Director Luo Rong of the Department of Research Planning and Management, Deputy Director Guo Chunli of the Institute of Economic Research, Deputy Director Jiang Changyun of the Institute of Industrial and Technological Economics, Deputy Director Chang Xinghua of the Institute of Social Development, Vice Director Zhang Yousheng of the Institute of Energy Research, and other key members of the research team. On the early morning, they reached the top of the Lianhuashan Mountain and presented flowers to and saluted the statue of Deng Xiaoping.    As one of the first-tier cities of China, Shenzhen is positioned by the State Council as a national economic center and an international city. It is China’s first special economic zone established after the adoption of the policy of reform and opening-up. As a window of China’s reform and opening-up, Shenzhen has developed into an international city with a certain influence and attracted worldwide attention for its development speed. As China strives to complete the building of a moderately prosperous society in all respects, Shenzhen explores a way for taking a lead to build socialist modernization so as to accumulate experience that can be copied and used for reference by other regions of China. Shenzhen is one of the bases of AMR for making surveys on the national conditions of China. The delegation communicated with relevant parties on building a research base in Shenzhen.       On September 18, 2017, the new book launch meeting for “2016 Development Report on Popular Entrepreneurship and Innovation” was held at the Exhibition Center of Zhongguancun National Demonstration Zone. The meeting was entrusted by the Department of Hi-Tech Industry of the National Development and Reform Commission (NDRC), hosted by the NDRC and the People’s Publishing House and organized by AMR. It was chaired by Deputy Director Luo Rong of the Department of Research Planning and Management and addressed by Vice President Wang Changlin on behalf of AMR.   • AMR Signs MoU on Cooperation with Georgetown University

      On October 23, 2017, AMR Vice President Wang Changlin and Georgetown University President DeGioia signed the MoU on Cooperation in Academic Research through friendly consultations in Washington, the United States.   Founded in 1789, Georgetown University is located in Washington, D.C., the capital of the United States. It is a private non-profit university established in accordance with the Act of Congress of the United States. As one of the top-notch comprehensive private universities of the United States, Georgetown University has a strong strength in the fields of social sciences such as international relations, public policy and economics and ranks high amongst American universities. Georgetown University has established a long-term relationship with several Chinese universities for academic exchanges, established a mechanism for regular academic exchanges with China’s Party School of the Central Committee of the CPC, and signed cooperative training agreements with several government organs of China.   The signing of the MoU on Cooperation in Academic Research aimed to facilitate the AMR to carry out meaningful cooperation with the Georgetown University by setting up a mechanism for regular contacts, strengthen communications between the experts of the two sides, and promote communications and dissemination of research results. It will help the AMR to deepen our understanding of relevant issues and give play to the important role of the AMR and the university in the bilateral economic and trade relationships. 2017.11.03
  • The 15th Workshop on China-ROK Economic Cooperation

      During October 17-18, 2017, the 15th Workshop on China-ROK Economic Cooperation, which was co-hosted by the AMR and the Korea Institute for International Economic Policy (KIEP), was held in Chengdu, Sichuan. The workshop was undertaken by the AMR, with a theme of “The Development Trend of and Countermeasures for the New Round of Technological Revolution and Industrial Changes”. A delegation headed by AMR Vice President Bi Jiyao attended the workshop. The experts of the delegation were from the Institute of International Economic Research, Institute of Industrial and Technological Economics and functional departments of the AMR. The 12-person delegation of KIEP was headed by JEONG Hyung-Gon.   Bi made a speech, noting that the new round of technological revolution and industrial changes are gathering momentum, and are believed to provide the global economic development with new sciences, technologies, production factors and organizational forms, and lead to profound changes of the global political and economic situation in the future. AMR Research Planning and Management Department Deputy Director Liu Xu, Zhang Zheren, Yang Changyong and Li Dawei from the Institute of International Economic Research, and Jiang Jiang, Fu Baozong and Hong Qunlian from the Institute of Industrial and Technological Economics, made special speeches, respectively, on behalf of the Chinese side. The experts made in-depth discussions on the impacts on the world economic pattern in the context of the new round of technological revolution and industrial changes, as well as the challenges and opportunities that China and the ROK face in the fields of innovation, entrepreneurship, manufacturing, service and regional cooperation, etc.   At the closing ceremony, JEONG Hyung-Gon and Bi Jiyao made concluding speeches, respectively, speaking highly of the workshop, and saying that the theme has a significant meaning, the research results are fruitful and the countermeasures and suggestions are feasible. The two sides exchanged views on the new round of technological revolution and industrial changes, broadened their consensus on the theme and deepened relevant researches.   • Japanese Minister Counselor to China Visits AMR

      On October 27, a two-person delegation headed by, Shiyueyingxiong, Japanese Minister Counselor to China, paid an official visit to the AMR. AMR Vice President Bi Jiyao met and held a talk a talk with them. Also present at the meeting were Zhang Zheren (Director of the Institute of International Economic Research), Li Dawei (Deputy Director of the Institute of International Economic Research), Cao Yujin (Associate Researcher of the Institute of Economic Research) and Dr. Wang Wan from the International Office of the Department of Research Planning and Management.   At the request of the guests, Bi gave a detailed introduction to the current economic situation of China and explained the contents related to China’s economic development and planning in the report made at the 19th National Congress of the Communist Party of China. He emphasized that China’s economy performs within an appropriate range, the progress has been achieved and the stability has been ensured. According to the report, in the future, the Chinese government will focus on quality, efficiency and balance in the process of economic development, enhance the innovation capacity, and protect the ecological environment. After that, Bi answered and explained the questions about China’s automobile industry and real estate that the Japanese side was concerned about, and then the minister counselor gave a brief introduction to the current progress and difficulties in TPP. 2017.11.03

      On November 10, 2017, the “Pudong Enterprise News Release”, which was jointly guided by the AMR, China Innovation & Business Startup Development Research Center of the State Information Center and the People’s Government of Pudong New Area of Shanghai, was held at Pudong New Area of Shanghai. Luo Rong, Deputy Director of the Department of Research Planning and Management of the AMR, was invited to attend the activity and make a comment on the road shows of the five honorary enterprises.   Luo made a concluding remark on the activity, indicating that to carry out the work of “business startup and innovation”, we must first of all transform the government functions and level the playing field for business startup and innovation. “Pudong Enterprise News Release” is not only a platform set up by the government for enterprises to communicate with each other on an equal basis, but also a playing field for excellent enterprises to showcase themselves and middle and small-sized enterprises to explain and publicize policies on “business startup and innovation”. In this way, it will effectively promote the development of enterprises in Pudong and form a unique development model of innovation and business startup.       On November 8, “2017 Science City Development Summit Forum”, guided by the AMR, was held at Fengxi New Town of Xixian New Area, Shaanxi. As one of the main activities of “Global Hard & Core Technology Conference 2017”, the forum invited famous experts and scholars at home and abroad to express their views on “Innovation, Openness, Coordination, Intergrowth”. Executive Vice President Wang Changlin attended and addressed the forum.   Wang pointed out that technological innovation constitutes an important force for better quality, higher efficiency and more robust drivers of economic growth. From this perspective, the strategic assumption of building Xi’an into a “capital of hard technology” is an important support for following the tide of the times and developing a modernized economy and an effective measure for implementing the spirit of the 19th National Congress of the CPC. Xi’an has a solid foundation and favorable conditions for developing “hard technologies”.   • ICT and Tencent Location Services Sign Strategic Cooperation Agreement

      On November 8, the Institute of Comprehensive Transportation (ICT) and Tencent Location Services signed a strategic cooperation agreement so as to fully leverage the advantages of big data of transportation, and better support the medium and long-term development strategies for comprehensive transportation, planning and layout of infrastructures as well as transportation-related economic and industrial policies, etc. ICT Director Wang Ming and Tencent Location Services Big Data Chief Business Officer Zhu Hui attended the signing ceremony. Tencent Location Services provides various applications with free location services based on Tencent Map by relying on its enormous data ecology, and has is capable of providing locating services of 55 billion times on an average daily basis. Tencent Location Services has accumulated mass locating data, which have been wide applied in transportation, travel, logistics, O2O, commercial retail and security of policing, etc. Next, ICT will strengthen cooperation with Tencent Location Services, give full play to their respective advantages, spare no efforts to build the “Joint Innovation Center for Comprehensive Transportation Big Data”, make long-term follow-up researches and analyses on key areas of transportation by relying on the big data resources of Tencent Location Services.       On November 20, 2017, at the invitation of China Development Bank, Wu Wenhua, Deputy Director of the Institute of Comprehensive Transportation (ICT), under the theme of “Drawing on Experience in the Development of China’s Transportation Infrastructures and the Prospect for Promoting China-Indonesia Cooperation”, gave a lecture for the Indonesian government delegation, which was in Beijing for attending the “Forum on Development Finance and China-Indonesia Cooperation", and made communications with its members. Headed by Rhettwon Jamalutin, Vice Minister of the Coordinating Ministry for Maritime Affairs, the delegation consisted of over 50 members including the governor of the Bali Province and the governor of the North Kalimantan Province, and officials from the departments of transportation, investment, industry, commerce and trade, ocean, infrastructure and tourism, etc. Wu analyzed the difference in national conditions of China and Indonesia and the economic and trade relations between the two countries, reviewed the history of the development of China’s transportation infrastructures and relevant experience, introduced China’s development of comprehensive transportation during the 13th “Five-year” period and the long-term planning and assumption, and made suggestions on cooperation between the two countries in the field of transportation.   • IIER Deputy Director Ding Gang Gives a Lecture for Latin American Officials

      On November 17, 2017, Ding Gang, Deputy Director of the Institute of International Economic Research (IIER) of AMR, was invited to give a lecture at the Workshop for “Belt & Road” International Exchanges and Cooperation for officials from Panama, Ecuador, Costa Rica and Colombia. Ding, by focusing on the theme of “’Belt and Road’ Initiative and China-Latin America Cooperation”, gave a detailed introduction to the historical background, development thinking and cooperation priorities of the initiative, as well as the good visions for promoting close cooperation between China and Latin American countries under the framework of “Belt and Road”, “achieving common development and shared growth through joint consultation”, and developing the “21st Century Maritime Silk Road” that benefits the peoples of the two sides. He made in-depth communications and discussions with the participants and received their warm welcome. The workshop was held when the president of Panama paid its first visit to China. Therefore, it was highly valued by the Panamanian government and received good results. 2017.11.21
  • Standard & Poor's Economists Visit IIER

      On the afternoon of September 7, a delegation headed by Paul Gruenwald, Chief Asia-Pacific Economist at Standard & Poor's Rating Services, visited the Institute of International Economic Research (IIER) under AMR. IIER Director Ye Fujing met with the delegation. Also present at the meeting were Researcher Yao Shumei and Dr. Yuan Shenglong.   The two sides carried out extensive and in-depth communications on the economic situation of the United States and hot topics about China's economy, involving the monetary policies of the Federal Reserve, China's debt risks and control of irrational foreign investments, and total factor productivity changes of major economies during the post-crisis era, etc. During the talks, Ye introduced China's new achievements as a result of the adoption of the policies of reform and opening up, as well as the effects of the policies on maintaining steady growth, making structural adjustments, and guarding against risks, and gave a general introduction to the difficulties and challenges that China's economy faces. Also, he answered the questions raised by the delegation about whether China's economic growth target is excessively high, how to guard against credit risks, how to carry out internationalization of RMB and ensure balance of international payment, and how to judge "go global" and guard against capital flight, etc, and made clarifications to some erroneous judgments so as to assist the delegation in gaining a better understanding of China’s economic development.
