      Founded in October 1975, the Institute of Economic Research is a bureau-level comprehensive research institution directly under the National Development and Reform Commission (NDRC). As a comprehensive policy-based research institution that focuses on mid- and long-term economic development strategy and planning and macroeconomic management, it is mainly engaged in researches on the major theoretical and policies below: strategies and overall planning of national and regional economic development, economic structural transformation and upgrading, macroeconomic situation analysis and forecasts, fiscal policies and fiscal and taxation system, monetary policies and financial system, income distribution and consumption, credit system and credit environment, and state-owned business and corporate reform and development.   • Mr. Gao Guoli, Director of the Administrative Department of Scientific Research ...

      From March 14 to 18, 2018, a seven-member delegation led by Mr. Gao Guoli, Director of the Administrative Department of Scientific Research went to Shanghai to conduct research on think tank construction and urban renewal. Others participated in the research included Mr. Jiang Tongming, Vice Chief of Domestic Cooperation Section Research Planning and Management Department, Dr. Li Tianjin and Dr. Wang Yuan of the Academy, Dr. Shen Xianjie, Institute of Economic Research, Dr. Li Aimin from Institute of Spatial Planning and Regional Economy and PhD student Yu Peng from Capital University of Economics.   The delegation held a discussion focusing on think tank construction in China as well as Shanghai Municipal Development and Reform Institute (MDRI). Other officials who participated in were Mr. Zhao Yihuai, Chairman of Party Committee and Deputy President of Shanghai MDRI, Mr. Wei Lu, Deputy President and other personnel from the Office, Human Resources Department and R&D Department. The two sides had discussions and exchanges on R&D management, talent team building, expenditure and international communication. The delegation attended the 2017 China Think Tank Report news conference held by Shanghai Academy of Social Science, listened to advice and suggestions on think tank construction given by different type of think tanks and held a meeting and exchanges on China high-end think tank construction.   The delegation visited Zhangyuan Garden, the core area of old city renewal of Jingan District, HKRITaikoo Hui large-scale commercial complex, a national modern service industry demonstration park featuring national-level concept in Yangpu District, Changyang Campus Innovation Industrial Park and iSESOL Co., Ltd. During the research, the delegation held a discussion with officials from over 20 departments and listened to opinions and suggestions from Shanghai Municipal People's Government Development Research Center, the Municipal Development and Reform Commission, the Municipal Housing and Construction Commission, the Municipal Urban Management Bureau, the Municipal Planning, Land and Resources Administration, the Shanghai Urban Planning and Design Research Institute, the Municipal City Image Council, the Development and Reform Commission, the Commission of Commerce, the Land and Resources Bureau and the Housing Bureau of Jing'an and Yangpu Districts. Through field surveys and discussions, the delegation systematically learned about the changes of concepts and developing paths on Shanghai urban renewal, the successful experience, current difficulties, and policy appeals.

  • AMR Holds Reception for Italian Experts

         On March 7, accompanied by officials of China Foreign Languages Publishing Administration, Dr. Francesco Grillo, policy advisor to the former Minister of Ministry of Education, Universities and Research of Italy visited Chinese Academy of Macroeconomic Research. Mr. Liu Xu, Deputy Head of the Administrative Department of Scientific Research hosted the meeting, others presented at the meeting included Mr. Li Shigang, Deputy Director of Credit Department of Institute of Economics, Dr. Wang Yuan and associate researcher Mr. Li Quan of International Exchange Department.   Mr. Li Shigang introduced China’s current economic condition and challenges encountered as requested by the quest. He emphasized that during the 40 years of reform and opening up, China's economy has experienced sustained and rapid growth. China's economy has entered a phase of high-quality growth from high-speed growth. Mr. Li Shigang also responded to questions concerning the stability of China’s financial institutions and financial institutions innovation.       On March 9, delegations of Emory University United States and Georgetown University visited Academy of Macroeconomic Research (AMR).   • UNICA Delegation Visits ERI

      On the afternoon of March 12, 2018, President Pedro Mizutani of the Brazilian Sugarcane Industry Association (UNICA) led a delegation to visit the Energy Research Institute (ERI). Director Ren Dongming of the Renewable Energy Research Center of the ERI presided over this meeting.   At the meeting, Director Ren Dongming first gave a brief introduction to the development and future planning of renewable energy in China, including biomass energy; next, the Brazilian delegation focused on the introduction of the development of biomass energy centering on cane sugar, with a special mention of the UNICA’s efforts to promote the sustainable development of the sugar cane industry, and promote the use of sugar cane-based biofuel as a clean and renewable alternative of traditional fossil fuels. Additionally, the two parties held extensive and in-depth discussions on the cooperation between the two countries in the technological, scientific, and economic fields related to bio-ethanol fuels.

      On the morning of March 13, 2018, a delegation led by Commissioner Jean-Laurent Lastelle of the Regulatory Commission of Energy of France (CRE) visited the Energy Research Institute (ERI). ERI Deputy Director Gao Shixian met with them. Director Bai Quan of the Efficiency Center, Deputy Director Su Ming of the Research Division, Associate Researcher Yang Guang of the Economic Center, and Dr. Zhong Caifu of the Renewable Center participated in this meeting.   At the meeting, the two parties held discussions on the problems and challenges regarding the mid- and long-term development tendencies of the energy industry. With regard to issues that the French delegation was interested in, such as energy efficiency, power generation, smart grid, and energy Internet, researchers of our institute offered detailed explanations. The two parties also exchanged views on future in-depth cooperation in the energy field.   The Regulatory Commission of Energy of France (CRE), established in 2000, is an independent administrative institution dedicated to the regulation of electric power and gas. The CRE includes a chairman and five commissioners, respectively appointed by the French President, the Chairman of the French National Assembly, and the Chairman of the French Senate.

  • ICT Deputy Director Wu Wenhua Heads a Team to Investigate Transportation of Haza...

      The Three Gorges Dam is the most important project of the golden waterway of the Yangtze River. It is of great economic, political, and ecological significance to the shipping safety of the Dam and the Yangtze River economic belt strategy. In recent years, the volume of waterway transportation has been increasing steadily, with the total volume of shipment through the Dam reaching 138 million tons in 2017, which has already surpassed the existing navigation capacity of the ship locks. Particularly, this situation is further exacerbated by the demands of passing through various hazardous chemical substances, the weight of which had reached nearly 10 million tons in 2017. In order to ensure the safe operation of the Dam and effectively alleviate the lockage pressure of the Dam as a waterway transportation hub, according to the instructions from Department of Basic Industries of NDRC, from January 3rd to 5th, 2018, the Institute of Comprehensive Transportation of CAMR and the Department of Basic Industries of NDRC organized a joint research group, headed by Wu Wenhua, deputy director of ICT, to make a field research at Yi Chang on the transportation of hazardous articles through Three Gorges Dam. The research group, respectively, had in-depth discussions with and listened to the opinions of representatives from different enterprises and government agencies including the Yangtze River Waterway Bureau, MOT; the Three Gorges Navigation Authority; the Development and Reform Commission and the Transport Bureau of Yi Chang; and businesses transporting hazardous articles on the Yangtze River. During the research period, the group also had field surveys of the ship locks, ship lifts, anchorage fields near the River and other sites of the Dam, and carefully examined the transport scheduling and management of hazardous articles through the Dam.   After the on-site investigation and extensive discussion, the group had a clearer understanding of the lockage of hazardous articles through the Dam and a comprehensive understanding of its management system and potential weak links. After that, the group will study the results of the research and come up with special suggestions on transporting hazardous articles through the Dam.

  • CAMR Vice President Bi Jiyao Meets with Guests from Beijing Representative Offic...

      On January 18th, Zheng Zhixian, Chief Representative of Beijing Representative Office of KIEP, and Yang Pingxie, former Chief Representative visited CAMR. Bi Jiyao, vice president of CAMR met and had an informal talk with them. Gao Guoli and Liu Xu, head and deputy head of the Administrative Department of Scientific Research, Lu Jie, director of International Communication Center, and Dr. Wang Wan attended the meeting.   The two sides gave high credit to the long-term cooperation between the two institutes and exchanged views on further cooperation in the future.       On January 26th, 2018, CIADS, co-founded by Chinese Academy of Engineering (CAE) and Chinese Academy of Agricultural Science (CAAS) was unveiled in Beijing. CIADS aims to unit and lead the most authoritative experts and scholars in the Chinese agricultural areas from various famous scientific research institutes, universities, and enterprises, and establish a first-class policy-making consultancy platform for the macro-strategic research of agriculture.       On the morning of January 24, the government of Suqian, Jiangsu Province held the third session of the Ecological and Economic Forum under the theme of ‘Strategy of Revitalizing Rural Areas in Suqian.’ Jiang Changyun, research fellow, deputy director of IITE of NDRC and doctoral supervisor, was invited to deliver a keynote report titled ‘some thoughts about ‘ISRRA’’. Song Lewei, deputy Party secretary of Suqian, attended the forum and Guang Hua, deputy mayor of Suqian, chaired the forum. Jiang’s report mainly includes 5 parts: the importance and urgency of ‘ISRRA’; the important guidance and general requirement of ‘ISRRA’; the key priorities, main difficulties and basic points in taking the path of revitalizing rural areas with Chinese characteristics; the do’s and don’ts of ‘ISRRA’ and making the plan of ‘ISRRA’; and several negative tendencies that should be avoided in ‘ISRRA.’

  • ROK Vice Prime Minister Jin Dongyan Delivers Keynote Speech at NDRC

      On February 1st, NDRC and the Ministry of Strategy and Finance (MSF) of the Republic of Korea co-sponsored a symposium and invited Jin Dongyan, South Korean Vice Prime Minister and minister of MSF, to give a speech on the macro-economic situation and policies of South Korea. As one of the activities relating to the 15th Sino-Korean Ministerial Conference in Economy, the symposium is organized by Chinese Academy of Macroeconomic Research (CAMR) and is also the main part of the first session of the Macro Economic Forum held in 2018 by CAMR. The symposium is hosted by CAMR vice president Bi Jiyao, with the participation of representatives from departments and bureaus of, and units directly under NDRC; MSF, Northward Economic Cooperation Committee, Embassy of Republic of Korea in China, Asian University, and Chinese and Korean press.   Jin Dongyan, under the theme of ‘breaking the old pattern while setting up the new model — the transformation of Korean economic model,’ reviewed the development course of Korean economy and extensively described Korea’s current macroeconomic situation and development policies in the future. He pointed out that over the past 40 years Korea’s economy has registered significant progress and has grown nearly 300 times, with a per capita gross national income (GNI) possibly reaching 30 thousand dollars, but that the life quality of most Korean people has not improved very much from the ‘era of GNI 20 thousand dollars.’ Besides, Korea’s economy is shifting from a phase of fast growth to a phase of sustainable growth. To realize the transformation, it needs the support of three strategies and two underpinnings. The three strategies are ‘relying on income, driving growth through innovation, and ensuring fair and just economy;’ the two underpinnings are macroeconomic stability and mid-long term preparedness. After the speech, Jin answered questions and received warm applause from the audience. The questions include what is the impact of the Monetary Policy Spillover Effect due to unwinding the balance sheet and raising the interest rate made by the Fed on Korea and what measures are to be taken to encounter the effect; how the Korean government regulates the real estate market and what measures the government have taken to eliminate the gap between urban and rural areas.

  • The 2017 Macroeconomic Forum and the Twenty-Third National Meeting of Directors ...

      On December 21, the 2017 Macroeconomic Forum and the Twenty-Third National Meeting of Directors of Development and Reform Institutes was held in Kunming, Yunnan. The meeting was sponsored by the Academy of Macroeconomic Research, NDRC and Yunnan Provincial Development and Reform Commission and hosted by Yunnan Academy of Macroeconomic Research (Yunnan Institute of Industrial Development). Wang Changlin, Executive Vice President of the Academy of Macroeconomic Research, NDRC and Zeng Bin, deputy director of Yunnan Provincial Development and Reform Commission delivered a speech at the meeting respectively. The opening ceremony was presided over by Ren Weimin, vice president of the Academy of Macroeconomic Research. More than one hundred people, inlcuding leaders of relevant departments of NDRC and representatives of development and reform institutes, National Condition Research Center of the Academy of Macroeconomic Research, Guangming Daily Think Tank Research and Publishing Center, Think Tank Research Center of the Shanghai Academy of Social Sciences and some media outlets, attended the meeting.   The theme of this meeting was “high-quality growth stage of the Chinese economy." In his speech, Executive Vice President Wang Changlin emphasized that China’s economy has shifted from a phase of rapid growth to a phase of high-quality development; China is now in a crucial period of transforming its development mode, optimizing its economic structure and transforming its growth momentum; creating a modern economic system is a crucial part of China’s effort to build a socialist modern country and a premise for solving the major conflicts in our society and promoting economic development. In the following keynote speech, Executive Vice President Wang Changlin elaborated on how to speed up the construction of a modern economic system from three aspects by analyzing the importance, basic requirements and major tasks of building a modern economic system.   In the context of that socialism with Chinese characteristics has entered a new era, Vice President Bi Jiyao delivered a keynote speech on the macroeconomic development of China in the new era and analyzed the current stage and conditions of economic development and the development of foreign trade, industry, investment and urbanization in China. Director of Investment Research Institute Zhang Changchun, Director of the Market Research Institute Zhao Yueru, Director of the Institute of Foreign Economics Ye Fujing, and President of the Yunnan Institute of Macroeconomic Research Huang Yunping put forward suggestion on how to improve productivity, develop the socialist market economic system, promote a new pattern of opening up China’s economy and the development of new driving forces, build a modern economic system and facilitate high-quality economic development.   • The Academy of Macroeconomic Research held the 2017 Seminar of Chinese Economic ...

      On December 25, the Academy of Macroeconomic Research successfully hosted the 2017 Seminar of Chinese Economic Counselors in Foreign Countries. Counselor Pan Jiang of the U.S. Embassy, Counselor Ming Xiaodong of the Embassy in Japan, Counselor Li Zhenjing of the Embassy in Germany and Counselor Han Wei of the Embassy of Russia were invited to introduce the current economic situation in the host countries. Vice President Bi Jiyao attended and and presided over the seminar. More than 40 people, including Gao Guoli, director of the Research Management Department, Huang Hanquan, director of the Institute of Industrial Development and Liu Xu, deputy director of the Department of Science and Research, attended the meeting.   Counselor Pan Jiang introduced the evolution and status of the Sino-U.S. relations, which are both cooperative and competitive. In 2017, the U.S. economy experienced a hopeful recovery. In the second and third quarters, the economic growth exceeded 3%. However, there were also potential risks, such as weak consumer base, low labor productivity and the shrinking of the middle class. Counselor Pan also detailed the U.S. tax reform plan and its existing risks.   Counselor Ming Xiaodong analyzed Japan’s macroeconomic situation. He believed that, according to various economic indicators, the Japanese economy returned to moderate growth. Counselor Ming elaborated on Abe’s new policies, including reducing the income gap, raising new taxes, reducing corporate taxes, increasing the employment rate of women, and implementing the productivity revolution.   Counselor Li Zhenjing introduced the macroeconomic situation in Germany and concluded that the German economy had enjoyed strong growth in recent years with continuous fiscal surpluses and a drop in the unemployment rate which were due in part to Germany’s solid manufacturing base, complete industrial value chain and cooperation between production, education and research functions. However, Counselor Li also pointed out that Germany still faced a structural dilemma of underinvestment, and its informationization level did not match its manufacturing industry.   Counselor Han Wei pointed out that Russia’s economy had experienced a growth in 2017, with an increase in total foreign trade and investment and residents’ income and purchasing power. The financial condition was better than expected. The country also reported record high food output and near historical lowest unemployment rate. However, there were more outflows of capital and a lot of enterprises were operating at a loss and unable to make payroll payments.   In general, macroeconomic performance in the United States, Japan, Germany and Russia was generally stable against the background of a steady global economic recovery in 2017, but each country had their own risks and problems. Finally, Vice President Bi Jianyue exchanged views with four counselors on further strengthening cooperation.

      From December 19 to December 20, the Academy of Macroeconomic Research, entrusted by Shenzhen Development and Reform Commission, held a seminar to discuss Shenzhen’s effort to build a socialist modernization pilot zone. Deputy Secretary-General of Shenzhen Municipal Committee of the CPC Sun Bo, Deputy Director of Shenzhen Municipal Development and Reform Commission Wu Qubo and representatives of Political Research Department of Shenzhen Municipal Committee of the CPC, General Office of Shenzhen Municipal Development and Reform Commission, Urban Development Research Center and other departments attended the seminar. Chang Xinghua, vice director of the Institute of Social Sciences chaired the meeting, Jiang Changyun, vice director of the Institute of Industrial Development, Guo Chunli, deputy director of the Institute of Economics and other related staff members attended the meeting.   • “Forum on China-Japan Policy Research 2017” Opens in Beijing

      During September 6-7, the “Forum on China-Japan Policy Research 2017” was jointly held in Beijing by the Energy Research Institute of the National Development and Reform Commission (NDRC), Japan’s Ministry of the Environment and the Institute for Global Environmental Strategies (IGES). The forum was addressed by Deputy Director Gao Shixian of the Energy Research Institute and chaired by Researcher Jiang Kejuan of the Energy System Analysis and Research Center and Deputy Director Feng Shengbo of the Energy System Analysis and Research Center. Dozens of experts and scholars from Japan’s Ministry of the Environment, IGES, Princeton University, National Center for Climate Change Strategy and International Cooperation (NCSC) and Environmental Defense Fund took part in the forum.   The long-term aim of the Paris Agreement is to hold the increase in the global average temperature to well below 2℃ and is to pursue efforts to limit the temperature increase to 1.5℃. However, according to the viewpoints of relevant international organizations and research institutions, it is predicted that the Intended Nationally Determined Contributions (INDC) submitted by all the countries will increase the temperature by 2.7~3.7℃ by 2100. For this practical problem, the experts discussed about the four topics of “Current Chinese and Japanese Policies on Tackling Climate Changes”, “Long-term Strategies and Scenarios of Low-carbon Development”, “Positive Feedback between National Action and International Progress”, and “The Functions of Advanced Cities that March Towards Zero-carbon/Negative-carbon and Sustainable Development”. The two-day discussions laid a solid foundation for further exploring the policy path for achieving the long-term goal.

  • Vice President Wu Xiaohua Visits Shenzhen

      During September 10-14, 2017, the “Shenzhen Takes a Lead to Build Itself into a Pilot Zone of Socialist Modernization” research team headed by Vice President Wu Xiaohua made a survey in Shenzhen. A total of 21 persons participated in the activity, including Director Ye Fujing of the Institute of International Economic Research, Deputy Director Luo Rong of the Department of Research Planning and Management, Deputy Director Guo Chunli of the Institute of Economic Research, Deputy Director Jiang Changyun of the Institute of Industrial and Technological Economics, Deputy Director Chang Xinghua of the Institute of Social Development, Vice Director Zhang Yousheng of the Institute of Energy Research, and other key members of the research team.   The delegation, organized forums and conducted study activities simultaneously in an innovative way since the activity involved lots of persons, extensive fields and abundant contents. By centering on the six special topics, namely the general framework of the pilot area for modernization, evaluation & measurement indictor system, research on international competitiveness, research on the strategic path of innovative economy, improvement of the level of social governance modernization, and the new development path for ecological progress, the delegation held talks with representatives of more than 40 government departments including Shenzhen Development and Reform Commission, Shenzhen Economy, Trade and Information Commission, Shenzhen Scientific & Technological Innovation Commission and Shenzhen Finance Commission, famous colleges and universities, scientific research institutions and key enterprises. Meanwhile, some members of the delegation made surveys at Nanshan District Shenzhen Bay Startup Plaza, Qianhai Shekou Area, Shenzhen Bay Headquarters Base, Tencent, Longgang District International Low Carbon City, Huawei, Shenzhen Gankeng Kejia Town, Bantian Sub-street Sijihuacheng Residential Area, Ping An Group, Huaqiang North Commercial Area, Lok Ma Chau Loop, Sino-Finnish Design Park of Futian Free Trade Zone, Fuhai Sub-street Qiaotou Residential Area Service Center for Party Members and the General Public and Xixiang Sub-street Pension Service Center. Moreover, the delegation organized expert meetings and thesis proposal meetings to fully solicit the views of relevant experts and entrusting parties. In addition, the delegation, headed by Wu, made a special trip to Lianhuashan Mountain to carry out the activity for Party members. On the early morning, they reached the top of the Lianhuashan Mountain and presented flowers to and saluted the statue of Deng Xiaoping.    As one of the first-tier cities of China, Shenzhen is positioned by the State Council as a national economic center and an international city. It is China’s first special economic zone established after the adoption of the policy of reform and opening-up. As a window of China’s reform and opening-up, Shenzhen has developed into an international city with a certain influence and attracted worldwide attention for its development speed. As China strives to complete the building of a moderately prosperous society in all respects, Shenzhen explores a way for taking a lead to build socialist modernization so as to accumulate experience that can be copied and used for reference by other regions of China. Shenzhen is one of the bases of AMR for making surveys on the national conditions of China. The delegation communicated with relevant parties on building a research base in Shenzhen. During the activity, the delegation made an in-depth and systematic understanding of the basic conditions, problems and strategic path for future development for Shenzhen to take a lead to build itself into a pilot zone for socialist modernization, laying a solid foundation for relevant researches.
